The value in Windows is a general value for dial-up systems and altering that value, if you have a broadband connection, can improve overall system performance. This calculator provides a value that is then system patchable using the registry editor. In this calculator, bandwidth is your advertised (download) speed. Latency (delay) should be the system large packet ping time.
